Oct 29, 2000 Queen Mary Hotel, Long Beach, CA The 6th Annual California on Locations Awards were presented during an afternoon gala on the Queen Mary hosted by the California Film Commission. Nominees were selected by the 58 different film commissions throughout the state. This is the only awards ceremony that recognizes the hard work film scouts, public agencies, production companies, and other individuals put into the initial location scouting that goes into production of films, commercials, and still photography. The right look a director needs for a shot requires a tremendous amount of research, proper permitting, access, special effects, etc. to finish a film project. |

This year's award for Best Scouting Outing went to Tom Moore and Fermin Davalos for their waterfall scout for the movie "Hanging Up", directed by Diane Keaton. "Fermin called and needed a waterfall close to LA that looked like Montana," said Tom. "After scratching our heads for the better part of a day," said Tom, we came up with possibility of the spillway at Borel Powerplant that I remembered seeing flow years ago. Of course we had no idea what Southern California Edison would say. We called John Kennedy, the local manager, who jumped at the idea and was just great to work with." The quickly needed shot required fine control of the flow, 6 rafts as camera and gear boats, and a river rigging crew of a dozen people. "Watching the spot in the movie, you would be hard pressed to know it was filmed on the Kern," said Tom. "It was certainly a great "find" for us location wise. It is a interesting challenge for Tom to come up with these locations. "We know the river so well after paddling on it for the past 18 years," said Tom. "Because of the diversity of the Kern, its close proximity to LA, and our knowledge and expertise on locations and river rigging, we can usually find something to make the director take a hard look. The permitting process with the Kern County Board of Trade, Kern County, and USFS is very pro-filming. Bob Addison's nomination for County Employee of the Year for Filming is an affirmation of the willingness of these agencies to support the filming industry in the Kern River Valley". The economic value can be a real shot in the arm for the local businesses. "Heck, we are even starting to develop some real local "talent", said Tom, "many of our local river runners, mt. bikers, and climbers have ended up on film as stunt people, extras, and even principal talent in commercials, stills and features." Because of its proximity to Los Angeles and its recreational and scenic value, the Kernville area has been selected for an increasing number of commercial, film, and other productions. Just three hours from Los Angeles are locations that provide world-class rafting, kayaking, rock climbing, mountain biking, off-roading, and many other outdoor activities in a spectacular river and mountain setting.
