Updated 10/03/08 o The first serious cloud seeding program in California began in 1948 on Bishop Creek in the Owens River basin for California Electric Power Co. Precipitation enhancement in the form of cloud seeding has been practiced continuously in several California river basins since the early 1950s. Most projects are along the central and southern Sierra Nevada with some in the coast ranges. More. o Spectacular mountains, rivers and open spaces in California’s Eastern Sierra and San Gabriel Mountains are closer to gaining permanent protection today after a hearing in the Senate Public Lands and Forests Subcommittee. More. o From farmers to fishermen, from the feds to the Yurok nation, all sides spent the past two years hammering out a deal that hinges on the destruction of four hydroelectric dams along the Klamath River. If those four dams come down, it would be the largest dam removal in U.S. history. More. o The Roadless Areas Conservation Rule is an administrative rule adopted by the U.S. Forest Service in January 2001 to protect the last remaining wildlands in our national forest system. It places about one-third of the national forest system's total acreage off-limits to virtually all road building and logging. (More than half of our national forest land is already open to such activity.) This protection is the only way to spare roadless areas from the severe damage that roads and intense development like clearcut logging have done to other parts of our national forests. More. o One of the most hotly debated topics on Earth is the issue of climate change, and the National Environmental Satellite, Data, and Information Service (NESDIS) data centers are central to answering some of the most pressing global change questions that remain unresolved. Important information about River Notes.

Last week's warm weather continued into the weekend, with more than one paddler taking advantage of the great weather to get in some paddling on the Kern. The kayaker in today's RiverPhoto is Nick Wilkening, training on the Miracle Slalom Course on the Lower Kern in preparation for the USACK National Junior Team Trials in April.

Two systems -- one warm and one cold -- are expected to produce rain and snow in the Southern Sierra over the next several days. It's already raining and snowing in the Kern River basin. Today, the snow sensor at Upper Tyndall Creek has recorded 0.4 inch snow water equivalent (SWE), and the sensor at Wet Meadow 0.6 inch SWE. This afternoon, the freezing level looks to be around 9000'-10,000'.

Flows on the Upper Kern could increase some as a result of warm rain on low elevation snow, but at the moment it looks like the Kern River basin snowpack should absorb most of the rain that occurs at higher elevation.

The 12z GFS forecasts a colder system for the area Sunday into Tuesday. This system could be a good snow producer, but as of the 12z run, the ECMWF was at odds with the GFS. Here's a comparison of the 500 mb forecasts (from SJSU) for Monday morning. We'll see!

NOAA released their 2008-2009 Winter Outlook November 20, 2008. The precipitation outlook for December through February indicated an equal chance of below normal, near normal, or above normal precipitation for California. The IRI Multi Model Seasonal Forecast for Dec-Jan-Feb indicated that below average precipitation is slightly more likely in southern third of California.

Which rain season personality will emerge this Winter? Earlier this year the equatorial Pacific tried to transition to El Nino, but the atmosphere didn't cooperate. As measured by the Multivariate ENSO Index (MEI), the ENSO state has dropped below the La Nina threshold. And as measured by the Global Wind Oscillation (GWO), an uncooperative atmosphere has continued to cycle through a La Nina base state. This suggests a winter precipitation outlook with a La Nina flavor -- similar to last year. This precipitation map, generated by the ESRL-PSD Composite ENSO plots page, shows the mean November-March precipitation for the U.S. during 9 La Niña events from 1948 to the present.

Two exciting new boats are coming from Jackson in 2009, the Little Hero and the 2-person Dynamic Duo. The Little Hero is much smaller than the regular Hero, but bigger than the kid’s Side Kick. It will be a great boat for the 120 lb and up teenager, and adults who are too small for the regular Hero. The 2 person Dynamic Duo should be a gas to paddle! An experienced paddler could show a beginning paddler how to ferry, catch eddies, and other basic skills, or take Class II-III paddlers down some harder runs. It is easy to tandem roll and very forgiving. We will let you know when we get our demo.

All other flow phone data is manually updated twice a day (7am & 2pm) when an operator is on duty.

River Notes for Tuesday, January 13, 2009

Important information about River Notes.

A 200 kt Pacific jet stream is energizing a huge North Pacific low and pushing up a high amplitude ridge over the West Coast, resulting in dry conditions and record high temperatures. Daytime temperatures at 9000 ft. in the Kern River basin have reached nearly 60 degrees, but because of the low Winter sun, the snowpack remains intact with no loss of water content indicated by the Kern snow sensors. The ridge is expected to persist over the West Coast through the weekend.

High amplitude ridges such as this have been a recurring theme this Fall and Winter. Much of our snowfall has occurred when the ridge retrogrades, opening the door to cold storms digging down the backside of the ridge. Later next week the current ridge is also expected to retrograde, but the very strong and extended North Pacific jet and an active MJO propagating into the Western Pacific may result in a different scenario than we've seen so far this Winter. Hopefully next week we'll have a better idea of our chances for some late January snow!

Important information about River Notes.

The Pascoes snow sensor is back online today, and the station is reporting 11.3 inches snow water equivalent (SWE). This is about 150% of the 1970-2000 average for for the date. Casa Vieja Meadows and Beach Meadows are also reporting SWEs that are above normal. The Wet Meadows sensor is still offline, but is also likely to have above average snow water content. Perhaps because of cold, lower density snow, Upper Tyndall Creek (11,400') is reporting about 72% of the average for the date. We'll have a better idea of the snowpack status at the end of the month, when the first snow course measurements are taken.
